Dell rates their power supplies by SUSTAINED watts. Everyone else uses
PEAK watts. Odds are that any 400 watt power supply you buy will be
worse than the 250 you have.
You certainly don't need it to support the X1650.
What Tom said. I've got an 8300 with the 250watt here (not the latter 305watt) and wouldn't hesitate to run the hardware you've mentioned with it.
Solid machine.

The new card hopefully arrives Friday, I'll install it as is and let you know how I get on. Would be good not to have to get a new PSU. If by chance the addition of the new card did overload the PSU, what would I expect to see as a symptom? Artifacts in graphics, crashes etc?
Just FYI the machine is pretty standard, only thing I've added is a 2nd HDD and filled all 4 memory slots.
Cheers

Hard to say with certainty. But as a guess, yeah. Artifacts in the display, sponanteous dumps/reboots, or maybe a BSOD.
I really think it will be fine. Be sure to get the latest drivers for the card from the mfr. to rule that out up front.
Keep us posted on your progress if you will. I hold this particular Dell model in high regard.

Thanks again. I've done a bit of research and although I've just forked out for the X1650 I've decided to save for the X1950 Pro 512 AGP (I should of thought about this card first really). The X1650 cost me £46.99 so no big deal and the X1950 will set me back @£80.99. The X1650 looks like more of a sidestep from the 9800XT rather than an upgrade. I'll stick it on Ebay it should pay for the new PSU.
ATI website advise PSU rating of 350W+ for the X1650, so seeing as I'm getting the X1950 anyway I've earmarked a 570W PSU from Maplin's @ £39.99. Tom, I do believe that I will definitely need to upgrade the PSU if going for the X1950. Hopefully the thing will go in the box. Dimensions are 140mm x 150mm x 86mm which is roughly the same as Dell OEM PSU. Oh and there's no on/off switch so no hacking a hole in the back of the case!
I'm going to fit the X1650 when it arrives Friday using stock PSU so I'll keep you all posted with regards any issues. I also hold the 8300 in high regard. It's a cracking machine and It's never let me down (4yrs old). I'm looking to have the new X1950 and PSU in a couple of months so again will post back regarding how I get on etc.
Cheers
Rob
