By the way.
After testing SP3 on a backup drive I discovered it had the "problem". I
then uninstalled SP3, did the KB942615 update, and then the Regedit. it
seemed to work so I did the KB942615 update and regedit on the main system
and all seems to be well so far.

From I have read M$ is aware of the problem but their recommendation is to
to do the HotFix which has the urlmon.dll plus the Registry fix.

it turns out the KB942615 has things mostly correct but it needs the
Registry edit to work properly.
Microsoft's recommendation is that everyone just do the Registry tweak.
Imagine the chaos this will cause.
Maybe this is their Grand Plan to get people switch to Vista by having
them hose their XP system by doing the Regedit improperly.
Perhaps the official release of SP3 will have it fixed, the beta test
version doesn't.

How did you discern the info regarding urlmon.dll?
Well, after SP3 installation, IE crashed in the same way that machines
updated with the already-offending update have.
So I went out and applied the registry tweak suggested by Microsoft in
their KB article concerning the update. Lo and behold, it worked!
From what I learned from other posts if you did the
hotfix and reg edit you could request from M$ you still had
the same version for urlmon.dll.
Are you saying that the file was supposed to be updated but for some
reason it was not?
I'd be surprised to hear that, as I don't even use IE (outside of
Windows Update/MS Update) at all. I've done the update on a large
number of machines, the vast majority of which have had this issue.
