That's because it's not booting up, it's just coming out of standby. Big difference.

Go ahead and use standby if it works for you (lots of systems have problems with it, either coming out of standby at all or things don't work after you do come out). Personally, I leave the PC on if I'm going to be using it again in less than about 4 hours, and I turn it off if I won't be using it again for 8 hours. Between 4 and 8 hours, I'm not entirely consistent about what I do.
