Wrong.
The primary limitation is in 32-bit windows (both XP and Vista), and not in the Dell hardware. However, if you go to 64 bit windows, it will see the whole 4GB (well, maybe not quite all, but almost all). However, you will then have lots of other problems, most likely.

I have both a 8300 and 8400 and remembered reading that while both can accept 4 Gb of memory, the maximum that they can see or address is 3.5 Gb. I'm making the assumption that if you go to Vista that limitation doesn't exist and you can see all 4 Gb of memory..

recognizes 4 GB, but both my Windows XP Pro and Linux (2.6) installs
only report 3.25 GB. What is the limitation here and is there any way
to have the OSes recognize the entire 4 GB?
Since that system won't support WinXP Pro 64-bit, you're stuck. Dell has this plastered all over their support docs for the 8400:

You'll need both a 64-bit CPU and OS.......
