Wrong.

The primary limitation is in 32-bit windows (both XP and Vista), and not in the Dell hardware. However, if you go to 64 bit windows, it will see the whole 4GB (well, maybe not quite all, but almost all). However, you will then have lots of other problems, most likely.

Since that system won't support WinXP Pro 64-bit, you're stuck. Dell has this plastered all over their support docs for the 8400:

You'll need both a 64-bit CPU and OS.......
