There is, normally, but it's typically motherboard or processor specific. If you have an Intel CPU, you might try to find the Intel "TAT" program (TAT = Thermal Analysis Tool). It reads the actual temperature sensor inside the CPU chip.
There are only two reasons a CPU will normally over heat: The "thermal solution" is installed wrong (and if it was ok, this likely isn't a problem), or more likely, the fan and heatsink are clogged with hair and dust. This is common (especially on laptops), and it's a straightforward fix .... open up the laptop enough to clean out the heatsink & fan with compressed air. Sometimes this can be done entirely from outside, you can always do a better job with some disassembly, but the amount and difficulty vary greatly. Most laptops need this every 6 to 12 months.
