It seems strange that one computer forces me to save the file whereas the
other one allows me to open it (I get a dialog box in each case: one says
open or save or cancel and the other is just save or cancel).

It's an office issue having to do with security; the two computers are
configured differently. Some of these settings are not user-configurable
without manually editing the registry, which can be set to disallow
opening and or saving of different attachments with specific extensions.
My recollection is that for each extension in a long list of extension
types, one of three different security levels could be selected. However,
I don't remember the details of changing it (e.g. the registry keys
involved).

Mel, obviously it sounds like a setting/program difference between the
two but it's hard to diagnose with limited info and off site. I guess
I'd start with the browsers and see if their settings/preferences are
the same. Next I'd look at Word (tho my gut feeling it hasn't got
anything to do with word but heck it's not that much trouble to
check). Maybe next look at the firewalls and see if they are equal.
I admit I'm kinda guessing here. I suppose you could compare
registries too.
