I'd look at an SLR-like (but not actually an SLR) "superzoom". That is a camera that's a lot like an SLR but that has one fixed lens with a very large zoom ratio, in the range of 8:1 to 12:1. [Note: these are not going to be small cameras ... if you need a sub-compact, that's a different matter].
If you really want low cost, the Fuji S700 is a good candidate in the $200's. The S6000 is it's big brother, for about $100 more. Other companies make these as well.
Don't fall into the "megapixel trap", megapixels are not everything, they are not even arguably the most important thing. The lens matters hugely, as does the image sensor's characteristics other than megapixels. Consumer's reports just published a review last month that might be worth looking at.
