Sure it's free. They're just giving you $9 off if you opt not to make them
reserve the storage space for you.
You might be a big looser who, say, has eleventy billion terrabytes of
personal storage on your home network.
Not that there's anything wrong with that or that you personally know anyone
even approximating that description.
