Not exactly. Many SATA controllers (which I would refer to as "properly
designed", but that's just me) will emulate a conventional PATA controller
and work just fine with the drivers Windows already has. Been there, done
that...

Some lesser controllers (Silicon Image, possibly VIA) do seem to require the
driver disk at setup time.
