if you read the first sentence of the article that you refer to it says
that they may restrict you from charging your laptop while in-flight.
this is a good policy for all modern day laptops that have suffered
battery combustion issues (apple macbook pro being most famous for this).
it doesn't say anything about not allowing a laptop on the plane or not
using it on the plane. this policy will help educate users that their
laptop has been subject of a recall which helps everyone.
