Dimension 4600 No Video on Boot

Sorry for the long post. My friend has a 3-year old 4600 (out of warranty)
and last week the video started getting garbled, scrolling lines, etc. A
reboot would usually fix it, but now it won't get past the Win XP scrolling
screen and then just goes blank, after a minute or so no power to the
monitor. It would run for a while in Safe Mode, but also started to get the
garbled screen. There were no old video drivers to rollback to and windows
said the current ones were the best. I ran a system restore to the day
before the problem started, no luck.
I took it apart, cleaned all the dust and dog hair out, reseated all the
cards, including the video and memory. Cleaned the 1701FP monitor and
checked the DVI pins on the cables. No luck. I ran the Dell quick and full
diagnotics and all passed.
This is the same machine I posted a while back about not being able to get
the &@#& HP-2570 all-in-one printer to work right (usual HP drivers mess).
So I thought I would kill two birds with one stone and started a clean
install of Win XP Home SP2. That got as far as the reboot to windows and
personalize your settings and of course the video went blank and then no
power.
I'm thinking the problem is the notorious Dimension 4600 power supply
failure. Second and third place go to the video card and then the monitor.
I have an old VGA monitor and a new Dell DVI cable to test with. I also
happen to have a spare PS for a Dell 8200, which I believe also fits the
4600 and 4550 series too.
