if he's on a laptop, how can he connect 2 drives at once?

BIOS sees the new drive. The diags see the new drive. At this point, you should be able to boot to the Windows CD and begin an install.

I'd sit the old drive aside disconnected and work only with the new disk. You can reconnect the old drive once your Windows install is done.
