it sounds like it is a software issue, that something is running and you are
interupting it with the fn+break combination. you could also try ctrl+c or
ctrl+s to see if they also terminate the thing that is running and that
allow you to start windows...
i suggest booting into safe mode (f8 after post will present you with a menu
to choose starting in safe mode). or boot with a floppy with a simple
operating system on it, like a dos boot disk, a windows 98 boot disk, or
even a hard disk utility (free download) like maxtor's maxblast 4 floppy
edition. after booting from one of these methods you can determine if the
problem exists with the hardware or, as you suggest, it has something to do
with windows. if it is windows then you can look at what is being started
in windows by opening start-run-msconfig.

I have a Dell Inspiron 5000 E that has developed a problem with the
keyboard. When I start up the laptop the keyboard is inactive and
does not respond to any keys that are pressed. In order to get it to
work I have to press the fn and break key. This action will usually
start it working. Once it starts it does not fail. I have unloaded
the driver, shut the laptop down and had windows xp professional find
and reload the driver. This did not fix the problem.
I am assuming that for some reason the keyboard does not load when the
laptop is first started. I don't know what the problem may be or how
it can be resolved. I have also tried an external keyboard and it
reacts exactly the same way. I have checked for an updated driver,
however I have the newest driver available.
Because of the above I believe it to be a software problem as opposed
to hardware.
If anyone can help I would appreciate it.
