boot up problem with old Dell Dimension 4100

Hello,
I have rather old Dell Dimension 4100 desktop inherited from a family
member. Recently it began doing something strange everytime at boot
up. The first thing on the screen at power up is the Dell logo splash
screen. But then what looks like a diagnostic screen appears with the
following:

Whereas it usually boots straight into windows, it is quite irritating
now to have to press the delete button everytime before the computer
would actually continue booting. This started happening after I
installed a removable rack in an empty drive bay to accomodate the
"cold swap" of two different harddrives and an internal ATAPI zip
drive. I thought I may have disturbed the BIOS settings with the
installation and produced this irritating boot-time confirmation
screen. However, no option in the BIOS settings seem to address this
scenario. Does anyone know how I can get rid of this pre-boot
confirmation screen? Maybe there is another control/configuration
option I don't know about. Thanks in advance.
