You may have run into one of the problems with the creation of the EU. And
France's dominance in setting EU policies for the rest of the group.

Microsoft/Dell may have chosen not to include Restore CD's with PC's because
they could not get guarantees about software piracy/sharing.

Thanks to all for the replies.

The response I got from Dell was that they don't ship Microsoft OS CDs
any more "to comply with Microsoft regulations". They did tell me that
I could use CTRL+F11 on boot, and apparently this restores the OS to its
original state, presumably from a hidden partition.

That's still not amazingly helpful if I have a hard drive failure
though, so I'm going to nag them a bit more to see if I can get a
physical disk in my grubby little hands.

Keep nagging them, they sent me my MCE OS DVD without hesitation, that
was 2 months ago. Since new my I6000 has had a hard drive failure and a
corrupted OS system on the 2nd hard drive, I'm without the F11 restore
key feature now. You also need to have them send the backup software of
Sonic MyDVD and CyberLink PowerDVD as MCE will not work without them and
they need to be installed before starting the Media Center program.
