I've been having similar problems getting a PNY Attaché flash drive to read in my Dell D-8300. I use the two front USB connectors, and the forward one gives me a nasty Windows error, but the back one works fine. The took the PNY drive back and replaced it with another one. For the first week, it read fine in both USB ports on the front of the Dell.
Then, last week when I plugged it in to the forward USB connector, same nasty message from Windows about an error with the device and how Windows cannot read from it. But it still worked fine on the other USB connector, and both PNY flash drives (the original and the replacement) worked perfectly in 3 other PCs.
To make sure it's not the USB controller in your Dell, you can buy a PCI-card USB hub, NOT a USB hub, which just connects to the same USB controller inside the Dell.
Many people are reporting FIXED problems with various USB devices (external hard drives, printers, scanners) and improved speed in all devices, when using a PCI-card hub.
Belkin makes a good one for about $35 at Best Buy/CompUSA. Try this, and plug your flash drive in that. If it works, try any other USB devices you might have into it, and see if you notice improved performance/speed.
If everything improves and you're still under warranty, contact Dell to see about getting a new USB controller (will likely result in a Mobo replacement).

I checked to see if something was wrong with the flash drive itself by
plugging it in my laptop, school's computer, friend's computer and my
computer and work. And in all of this computer the my flash drive
worked just fine. The U3 software started automatically as usual; and I
was able to see and access my files.
What can I do?
