yes, follow the dell bios recovery instruction. more directly found here:
http://support.dell.com/support/edocs/systems/opgx150/en/ug/problems.htm#bios
and be sure to download the bios again. it seems that the copy that you
installed was corrupted (or it was merely interupted was being installed).

and try the recovery procedure listed at the end of the article before
attempting to replace any bios chips or use any methods on the biosman.com
website. this would supercede those methods.
in otherwords, place the bios binary on a floppy and put the floppy in the
computer when you boot up, it should read the floppy.
the trick is going to be getting the right image for that floppy.
