Optiplex GL150 boots with one stick of memory, not two

Hello all,
I ran into a weird issue with a Dell Optiplex GL150 tower that I was
upgrading for a customer. The customer wanted a new hard drive and more
memory. Obviously the hard drive went off without a hitch, however when
upgrading from 128mb of memory to maxing out the system with memory (2 x
256mb PC133) that is PQI PowerMemory MS3856UOE I ran into a weird issue. I
think I may know the problem, but I want others opinions as well. Upon
sticking one stick of 256mb memory into the system, the system boots into
Windows XP just fine. However when I have two sticks of identical branded
PQI memory the system doesn't boot. It powers on, but does not even display
the BIOS at all.
Is this related to the motherboard requring 'low densitity' based memory
sticks and is it possible that this memory is 'high densitity' causing it to
only recognize one stick?
If that is not the problem, what is the recommended brand/model PC133SDRAM
for upgrading this dell to max it out?
