dem 8200 sound card and/or speakers?

Something is wrong with my sound system. I have a Dimension 8200 with the
Turtle Beach Santa Cruz card and Monsoon 2.1 speakers. One of the speakers
is very faint. I can only slightly hear it if I slide the balance switch
all the way over to the left. However, I don't know if it's the speaker or
the sound card so today or tomorrow I'm going to try the speakers on my
laptop to see it they work right on that. If they do then it must be the
sound card. In any event, I would like some advise of what sound cards, and
speaker system to get. I'm not a gamer and I don't need anything real
fancy. Just a 2.1 system. What would you guys recommend?
TIA
