If you see the windows logo, its too late.
on dells, you can ususally hit f12 to get to a startup menu.
then from there, you can say to start normally or start from the hard drive, and right after you do that, then hit f8 a few times and that should go to a windows menu where you can choose to go into safe mode.

I'll take Jay's advice and tell her to thrash F8 all through startup.
