For anyone interested,
Many HDD manufacturers uses the value of 1000MB for a GB.
(1000KB)³=1GB
Windows "reports" approx. 1073.74MB for a GB.
(1024KB)³=1GB in the Windows "environment".
Something similar can be said for cargo shippers, that carry goods by water. Many use the value of a "tonne" (long ton) which is approx. 2240 lbs. Where a "ton" in the US (also known internationally as a "short" ton) refers to 2000 lbs. So you can say that Windows reports the size of a HDD, using the "LONG" GB value.
I should have answered the OP question like this originally, so that this message thread will end, and would not go on and on. I hope I have accomplished that.

Not really a different constant. It reports a calculation based on Base 2.

If you did not have the restore and diagnostic partitions on your HDD,
Windows will report a single partitioned 40GB HDD, as having approximately
39.06GB free space. Windows uses a different constant for the GB value.

i've seen the restore partition take up to 5 gb.
go to mycomputer, manage, disk management and that will tell you what
size hard drive you have and how its partitioned.
