First; you have a trojan, not a virus. Second, if you have really tried all
the steps you claimed, and it still exists, it is probably propagating
itself from somewhere on your hard drive. You should disable system
restore and reboot. Then empty *every* file from your temp folder,
temporary internet files, and any other temp folders you may be running.
Reboot in safe mode and run a scan again. Reboot in safe mode and run the
Symantec removal tool and reboot.
Lastly, you need to determine what internet site is dropping the trojan onto
your computer and definitely do not visit that site again. It appears from
googling the trojan that it comes primarily form P2P and warez sites, so you
should definitely remove whatever P2P app you are using , and if you
installed any "warez", uninstall it and remove the downloaded files from
your computer.
If it still exists after all efforts above, then your only option is to
format and reinstall.
