it sounds to me like your modem.
either swap it out, or better yet,
after you disconnect the first time and you cant get another connection,
go to device manager, disable the modem, and reenable it.
if this works, it points to the modem.

On a new XPS system, WinXP, Intel modem.  On a dialup connection

Your dialup ISP is att.net, correct? Pardon my ignorance of that ISP, but :

1) do you have their (att.net) software installed, and

2) if that software is NOT required to setup the account, have you tried doing so via WinXP?

I'm suggesting that it might be a problem with the att software....
