I normally use Partition Magic for this, but from your posts and your
screenshot:

You apparently have a partition already.

So what you need to do is use the 'New Logical Drive' option to set up a
logical drive within that partition.

Not sure of the details with Disk Management, but you want to tell it to use
ALL the available space to create the logical drive.

Once you have the logical drive created, then you can format it. Once it's
formatted, Windows should automatically assign it a drive letter (which you
can change).
