How about the 21st Amendment, which repealed Prohibition?
You could simply cheer wildly, fling confetti in the air and then get drunk
and dance around until you fall over.
Easy to do, and pretty cheap. (Make your own confetti from torn-up newspaper
and save your budget for a better quality booze...)

I love it! I could hot glue a couple of empty bottles to a poster
board and just lay in the floor in a pool of my own throw up clutching
a copy of the constitution. That would make an impression :) Sort of a
performance art thing.
