My husband made the opposite experience. Where we used to live people knew English and we knew they learned it at school, but they all pretended not to speak English with my husband just out of fear to make a fool of themselves. It made my life and his life at times very difficult, as he did not speak German and I didn't speak English. But this was 15 years ago. I wouldn't know if things have changed as I automatically switch between both languages without even realizing it. LOL

I made the same experience as you had in Germany here in Quebec, the French part of Canada. I put so much effort in to learn French just to discover that as soon as they realized we (my oldest daughter from Germany and I) speak English they would not speak French with us. -- the only time we got them to speak French with us was when we talked German. LOL

I've also practiced a bit (ein bisschen) my German. I'm studying German
with a lot of energy and so this short trip has been a good chance to
speak it (better, trying to speak it!!)

I hope you're more successful with your attempts at German than I was!
Two summers ago my sister and I spent a few weeks in Germany and
Austria (with a quick side trip to Venice - next time I want to see
Rome!!) We pledged before we left to NOT be obnoxious Americans and
do our best to try and speak the language. I continued to butcher my
high school German and would repeatedly refer to our German/English
dictionary, but everywhere we went everyone - I mean **everyone** -
insisted on speaking English. Their English was far far better than
our German, but I was disappointed that I never really got the chance
to make a fool of myself in German. :-)
