In my own work life with the mentally ill, a psychiatrist who we all knew was showing up to personally visit some of our young, female residents (never old ones or males) was inappropriate and our complaints to the state went nowhere. A few years in, only a lawsuit by a young psych patient in his private practice who had his baby brought his activities to light, just in that one case. He was ordered to pay child support, minor damages and was permitted to continue practicing, with some mild supervision. He's still practicing, decades later.
Just one of many examples, one more egregious than the next, where malpracticing doctors are protected by those charged with protecting the public.
