Really not a problem, if one actually has an interest.

Depending on the particulars of a rental situation, tenants can
also have the same energy problems without the availability of
subsidies or solutions.
The answers are real easy when you don't understand the problem.
Well, there is always caulk and that inexpensive , reusable plastic
sheeting with sticky stuff aound the edges tht we used to use on
our windows even with storms. It doesn't look great, but it keep
the place
much warmerin winter.
You'd be surprised what landlords won't let you do sometimes. For
example, despite living in a crappy old house I am not allowed to
put up a picture hook. One of those kinds that has a tiny pinprick
hole, barely visible, easily filled if necessary and touched up
with a little dab of paint. No blow up pool for the grandkids, even
though the grass is easily seeded or turfed.
I lived in rental houseing all my youth and for well over 30 years of
my
marriage before we got a great bargain on our apartment beign cooped.
Had
some realy lice for landlords, never making repairs unils the city
forced
them etc. Als quite restrictiv eon what you coul ddo. None told us
not
to caulk.

In my lease it states that every change to the property, no matter how
small, must be approved by the owners. At one house I broke a tap
lever and replaced it with a better one. I was in deep doo doo over
that one, lol. Pathetic is as pathetic does. I asked the current
owner if I could put up a curtain rod in Jasmine's room, indicating
that I would screw it in in an inconspicuous spot and fill any holes
when we leave etc. It was declined. Even after I stated that the
current curtains (the sort that hook onto runners) were see through
and Jasmine strips down to her nappy the minute she walks in the
door. That was declined. I have taken the light bulb out of her room
which is upsetting to her and moved furniture in a way that her fan
semi blocks the window (again which upsets her as everything has to
be just so so for her or she loses the plot big time). If I create
waves by contacting the tenancy board the owners could just find a
way to ask us to vacate - it could be as simple as saying they want
to sell the house and give me appropriate notice. If that happens we
are up the creek as there is nothing as low as my rent around here
anymore. Its all at least $420 a week plus. And we have a good
landlord in comparison to other people. We don't have draughts by
the way so caulking isn't needed here. All windows and doors are well
sealed. Its just the large amounts of glass with inadequate
curtaining that don't stop the heat and cold entering.
That stinks. It sounds like living in a fishbowl.
Please forgive me if you've thought of these things and they won't work for
you, but there are suction cup thingies that could possibly be attached to
glass that would hold a lightweight but not sheer curtain that would help
with the sun/privacy issues. Also, one can purchase a low-e plastic coating
that can be applied to windows that helps alleviate the heat gain/loss in a
similar way that the gas-filled insulated windows do. I have no idea how
much it costs, though.
I think that one difference in our situations is that in a climate like
mine, heating is a matter of life and death. People must do it or freeze to
death, and it is a huge expense in drafty, poorly insulated houses. (It's a
huge expense even in many well-insulated houses, actually!) The state has
programs that help people pay for heating oil when they are low income, and
as a result also has programs that help people reduce costs by insulating.
