What makes you think they won't get paid?
They're always much in arrears in submitting billings so a few weeks
longer to get paid won't make much of a difference.
A local county owned ambulance service was a year and a half late in
submitting bills. Medicare declined to pay them. The county had to
eat the bills.
It has been on the news that we might not get paid.
If "Treasury" shuts own because they're out of money, that doesn't
happen until Aug 3. Many/most SS payments are made on the 3rd either
by direct deposit or check. That means checks were mailed out in advance
and the computers have been programmed in advance for the month to make
direct deposits where that option was selected.
I'd take those TV reports with a "grain of salt" (heh.)
