Exactly.

It's overuse in lots of silly euphemisms has spoiled the meaning of
"disability". Logically speaking a disability stops you performing as
well as you could without it. So if you would have been average, then
a disability will put you below average. And if you would have been
extremely good, a disability could put you down to merely well above
average.

I often cycle up a local long steep hill which is so steep that many
cyclists avoid it altogether. Going up it one day I was easily
overtaken by a powerful cyclist with only one leg. Obviously
disabled. And obviously his one leg was a lot more able than both of
mine together :-)

Unfortunately there are still some silly educational psychologists who
will insist that a child who's exam passes put him near the top of the
class can't therefore be suffering from any learning disability (such
as ADHD or anything on the autistic spectrum). The point is that
without the disability that child would getting much better exam
passes.
