Do you mean that New Yorkers haven't figured out to use the lower small
hook on the hook assembly in order to prevent "reach over" grabs? I
grew up in NYC, and my mother taught me that very early. If you're
wearing a coat or jacket, that goes on the top hook and further hinders
access to the bag.
