I do wonder whether what you're describing happens more in some areas than others. I do not notice the Las Vegas news doing that. For instance when O.J. was busted (again), no one said, "black, former football player." The media just stated his name, the same as they did with Madoff.
Also, I don't notice it happening in reference to "black businessman" unless the person in the story has an association with a particular group/committee/etc. For example: "Mr. So and so, president of the Black Businessman's Association...." At that point, the person in the story is drawing attention to himself because of an ethnicity issue.
However, I'm not saying that it may not happen elsewhere.
Our media does report "firsts". Like first woman, Hispanic, gay, etc. in such and such a political position. Should that be an issue? I don't have the answer to that one. Imo, when the media mentions such things, it shows that these firsts are an issue because it hasn't happened before, and that the times are changing. Not all bad.
