Lower Legs Red, flaky, Skin - PLEASE VIEW PICS - need Advice

I posted earlier about the extreme pain I have been going through with
my feet. Here is my heel - the balls of my feet have simlar yellow,
cracked calluses:

Unknown to me . . . at the same time my lower legs skin has been
getting redder and redder and drier and flakier . . . and of
course - PAINFUL. But really the pain is not extreme and is more
pronounced when I add cream to the skin and rub it in gently.
Here is my lower leg - about 2 inches above the ankle:

Looks scary !! I had not heard of this - but it seems to be too much
of a conincidence to not be related to the foot problems. However I
am not sure at all - since I haven't heard of this happening to
Diabetics before.

I did have series of tests called Lower Leg Doppler / Bllod Pressure
readings where they put a bunch of blood pressure cuffs all over my
legs - everywhere - even my big toe they added a small inflastable
pressure cuff. Then the machine began inflating them while another
guy move a probe around - listening for heartbeat sounds.

The Doc said he was worried about possible peripheral artirial disease
in the lower legs. BUT all those tests came back NORMAL !!

Can I hear from you people on this ? Ever seenit - ever heard of it ?
What in the world is going on ! !
