you need to check you numbers again, and figure out what you mean by
non paying. Pays no taxes through out the year or pays no taxes at
the end of the year when they file their return. The non-government
web site you linked to does seem to make that distinction either.

welfare, and other social entitlements - there is either
little or no tax whatsoever.

I realize there are other kinds of taxes. It is likely that
state income taxes follow much the same pattern. Sales tax
does not. *Everyone* pays the same percentage sales tax ...
however, people with less money spend less, so their net
"contribution" (what a horrid word to describe taxation) is
far lower than that of those with more. Moreover, social
services, government backed loans, school aid, and so forth
are disproportionally available for the lower end income
earners than higher end. The net of this is that there is a
considerably large portion of the US population taking out
way more than they ever put in. (Don't get me started on the
retirement crowd that routinely takes out more than they
ever put in and now take out money for things like the drug
program that was never even funded in the first place. The
single biggest group of US moochers are retirees who think
their lack of retirement planning constitutes a legitimate
claim on their grandchildrens' wallets.)
