They obviously goofed somehow. However, being thirsty, etc. is worrisome.

Repeated fasting over 126 is not the only possible
diagnostic criteria. The ? are the "equal to or greater
than" symbol.

Note the comment at the end:
"In the absence of unequivocal hyperglycemia, these criteria
should be confirmed by repeat testing on a different day.
The third measure (OGTT) is not recommended for routine
clinical use."

A fasting of 200, presuming the test was correctly
performed, would seem unequivocal to me.
