It would be
nice to pick up the going-to-become diabetics and offer them advice or

there is no easy way to tell the difference between someone with
wobbly BG control who is going to end up diabetic and someone who's
never going to get any worse and might spontaneously get better.

Is there a significant number of such people, I wonder? I suspect that
the vast majority will carry on down the diabetic route, unless
intervention happens soon enough.
Considering the number of people who keep right on eating BigFastMeals no
matter what the doctor says -- e.g. you're headed for a heart attack! with
that bp & lipids or whatever -- being told "you're headed for diabetes!" is
unlikely to have much impact.
What intervention did you have in mind?
And how do you think it could be both implemented & maintained -- especially
if patient cooperation is required? Eat "better" & "get more exercise" (no
matter how you define "better" or "exercise") doesn't get a lot of response
from a lot of patients -- not long-term, anyways.
