I was under the impression that the reason for using Ramipril was a
reduction in the incidence of renal, heart and retna problems due to
diabetic complications. Are they saying that this an additional benefit?

I'm confused too.
I was taking an ACE inhibitor for blood pressure even before dm diagnosis.
