Kinda sales tax (ish), but it's actually a tax when you add value to something. Like you could sell leather without tax, but if you made shoes from it, it would be liable. A service counts too, so virtually every shop is VAT registered, although there's a monetary value below which you don't need to bother. Food and children's clothes are exempt, as are some other items.

Sales tax varies here in the States, too.

In Massachusetts, food and clothing is except from sales tax, unless the food is prepared (Restaurants), or unless a clothing item is greater in price than (iirc) $175. Also, in Massachusetts, sales tax is state-wide .... and all the tax goes to the state.

Here in Arizona, the State doesn't tax food, but it does tax clothing. Counties and municipalities also can pile onto sales tax here. Maricopa county doesn't tax food, but the Cities of Chandler and Tempe do. Phoenix doesn't. At 99 cents / gallon of gas, it made sense to drive the extra 2 miles to buy food in Phoenix.
