What tests? Some tests can be done with home kits--like the A1c or cholesterol tests. The results are not as accurate as the lab tests but much, much less expensive.
Does your mom use a blood sugar meter? That can be bought without a prescription here and is the single most useful tool for any diabetic.

Call a lab and ask.
2. I also understand that the labs do not hand over the reports to the
patient. Would they mail the results to the doctor in India ?
My lab gives me copies of all my tests for free. I just have to go to the "Medical Records" department and sign a form requesting them. Ask about this before you use a lab.
If you are in a city, you probably can take your mom to one of the routine care clinics (sometimes called "Doc in a Box" clinics, that are all over the place. They can be reasonably priced and can get her those lab tests.
