Unfortunately, the "technical" definition of low carb that has been used for years in studies is often a diet that is 150 grams of carbs a day. There are quite a few studies of "low carbohydrate diets" where the low carb diet is 150 grams.
The 100 gram definition floats around the newsgroups, but it's source was a paper presented at the Endocrine Society years ago which never seems to have become a journal article. So it isn't a definition you'll see mentioned in the journal literature.
