Hi Chak

The restrictions got slightly tighter last month. The main

In essence:

A learner's permit can be obtained at age 16, but a P1
licence cannot be obtained until the driver is 17. A learner
must be accompanied by a fully licensed driver. In the
restrictions, note that 90kmh is roughly 55mph and 100kmh is
roughly 60mph.

"Provisional licences have two stages. A P1 licence,
signified by a red P plate, is issued for 18 months. After a
total of 12 months you can attempt the Hazard Perception
Test. If successful, you can proceed to the P2 licence. A P2
licence, signified by a green P plate, is issued for 30
months and must be held for at least 24 months."

P1 drivers must:

* Have P plates (red P on white background) displayed
conspicuously at the front and rear of the car when driving.
If placing P signs on windows, they must be held against the
glass, be displayed conspicuously in the lower left-hand
(passenger) side of the windscreen and on the lower
left-hand side of the rear facing window and must not be
placed on any other part of the window area. If towing a
trailer, a P plate must be on the back of the trailer.
* Not exceed zero blood alcohol concentration (in effect,
this means you cannot drink before driving).
* Observe a maximum speed limit of 90 km/h.
* Observe towing restrictions (you are only allowed to tow
light trailers of up to 250 kilograms unloaded weight).
* Not accumulate more than three demerit points.
* Be restricted to driving an automatic transmission car or
clutchless manual (depending on the vehicle in which the
DART is undertaken).
* Not supervise a learner driver.
* Not upgrade the licence to a higher class.
* Only carry the number of passengers that can be properly
seated in seats and restrained by approved seat belts or
child restraints.
* Only drive a vehicle with a seat belt fitted to the
driver's position and wear the seat belt.
* Not drive with any passengers in or on the boot of the
vehicle.

P2 licence holders change colour to green P on a white
background, and have a few minor changes to the P1
conditions:
* Observe a maximum speed limit of 100 km/h.
* Not accumulate more than six demerit points.
The P1 restrictions on towing and upgrading of licence are
removed.

Since last month, both P1 and P2 have the following
restrictions on vehicles:

Prohibited vehicles

The prohibited vehicle condition restricts all new
provisional (P1 and P2) drivers from driving certain
vehicles while on their provisional licence. The scheme aims
to prohibit young driver access to vehicles that are
overrepresented in young driver crashes.

Prohibited vehicles are those with:

Eight or more cylinders.
A turbocharged engine.
A supercharged engine.
Engine performance modifications.
Certain high performance six cylinder engine vehicles.

There is also a passenger condition restriction if the
driver has a past offence.

The passenger condition applies to provisional (P1 and P2)
drivers disqualified for a driving offence that is committed
on or after 11 July 2005. After the disqualification period
the provisional licence holder will be restricted from
carrying more than one passenger when driving. This
condition will apply for 12 months.
