Thoracic outlet syndrome

I have had a problem with pins and needles going down my arm into my two little fingers on my left arm. If I run my hand down that arm I can make the symptoms happen as I can when I lift my arm above my head. It is clearly the Ulnar nerve but it doesn't seem to be happening at the elbow as touching higher up my arm can cause the pins and needles. Could this be thoracic outlet syndrome or can the Ulnar nerve get trapped higher up anyway?
