Once the budget has been approved, the department can do pretty much
whatever they want with it. Congress is not going to micro-manage drug
policy. If fact, Congress has been little more than a rubber-stamp and a
cheering section for whatever hair-brained drug policy emanates from the
White House and the Justice Department.
