Looks like mostly a PR effort with little or no real value. The online reporting form won't even work with FireFox.
Ever try Maxthon (aka MyIE2)? Much better browser, and it passes for IE 99.9% of the time.

Typical though. I've heard the FEMA site has a request for assistance form for hurricane victims buried eight levels down from the main page and it only works with InternetExploder.
