year and getting their labor costs under control, in anticipation of an
uncertain future regarding labor negotiations.  Whenever an owner gives a
player a contract that is higher than the average at his position, it raises
the average salary at that position which in turn increases the salaries of
everybody else playing that position.  The owners have realized that this is
a flaw of their system, therefore they intend to change the system in the
next CBA.  If you look at the list of players released around the NFL and
check out their contracts that they were released from, you will notice that
every team is getting their respective labor costs under control.  The NFL
is a business and all 32 owners need to be unanimous in their actions in
order to support their renegotiation positions.  Even the owners who are
most notorious for their careless spending aren't signing big contracts with
anybody.
