Few if any teams would allow the big play. Most coaches would use
this as a chance to reload on defense, eliminate the big play and take
their chances with a new set of downs. Pass interference beyond 15
yards would increase dramatically.
PI calls will always be subjective, but you can eliminate the game-changing
aspect of them by this simple change. For some reason, defensive pass
interference is the only penalty that presupposes that the play would have
resulted in a result that is ideal for the team that suffered the penalty.
The penalty is awarded without performance on the part of the offense,
but it is meant to be a deterrent. I agree that some teams and QBs
(Peyton Manning) are abusing it. (I strongly believe that some
officials are abusing it, i.e. point shaving). The problem with
review becomes that the official has to make a call in real time, and
in slow motion it is hard to determine if real interference has taken
place.
An analogous situation that comes to mind is soccer, where players
routinely dive to get calls, and the officials now penalize the dives
as well as the fouls. I think that something along these lines could
work in football too. If the official believes that a player was more
interested in drawing a call than catching the ball there should be a
penalty imposed on the offense. In soccer, the offensive player who
successfully dives in the penalty box is awarded a penalty kick, but
if caught that player can face a red card, miss the remainder of the
game, a future game, and the team plays a man down. (Unfortunately,
soccer still doesn't do a good enough job penalizing the latter.)
The real fix in my opinion is to eliminate these part time officials
and make the position full-time, and subject to third party review. If
an official doesn't score well enough in their reviews, they won't be
A) officiating big games, or B) in the league, depending on the
quality of their scores. Start by paying them well enough that they
have something to lose, and make the officials have a stake in
throwing these flags by reviewing every call they make. If you
combine that with the potential for a drive-stopping penalty for
taking a dive, you would make all three parties to the infraction
thing twice.
