LOL! you've got to be the most persistent person I've ever known. No
matter how much you've already proven your lack of intellect, you just
can't quite accept that your job is done, and you persist in proving
it over and over again.
What's he's talking about there is that teams have always been able to
shuffle money from one year into the next. You do realize that the
only reason to do so is, in the end, to be able to spend ALL of the
money that the cap allows, right? If a team didn't want to do that,
then they simply wouldn't "shuffle" it forward to the next year. Duh!
