Depends on the situation. I would point out when the building was
built it may have been pre-wired for cable and may have
an exlclusive contract with the cable provider.

It is common for an apartment building to be pre-wired for cable.
Anyone know if the landlord would get nailed for installation
charges if he allowed a direct TV if cable had pre-wired the entire
building?

Also it is common that an apartment will be pre-wired for cable
and the cable provider will place a satelite dish on the roof.
That may preclude Direct TV.
