When you cut taxes, then the cut should benefit those who are currently
paying for them. To do so in an effort to favor the poor, you're
redistributing rather than cutting. A lot of the tax relief came in the
form of a refund of a surplus, which would then require that the refund be
distributed in the same proportion that it was taken.
