Until there's proof of this, I'd call it more wanton speculation...
I've heard some conspiracy theories that it was done at the behest of
local authorities... none of which passes the sniff test... my guess
is that someone -- wrongheadedly -- thought it would be in the better
interest of all to show the "real" NO, as in what was before and it
could be again.
It was really, really dumb but I could see why someone would do it
with genuinely good intentions. Not good judgment to say the least.
By the way, this is not the first time Google has insidiously replaced
actual photos with "fake" ones... go here:
http://moon.google.com/ and drag the slider to maximum magnification
to see more evidence of nefarious deception on the part of these
propagandists...
